Американская «война с террором» до 11 сентября 2001 г.: формирование концепции

Аннотация: 

В статье рассматривается процесс формирования концепции «войны с террором» в США в 1980–1990 гг., демонстрируется преемственность ее ключевых идей и принципов на протяжении двух десятилетий. Базовые компоненты этой концепции – восприятие терроризма как формы асимметричной войны, провозглашение глобальной миссии США по искоренению террористической угрозы, акцент на использовании военной силы в борьбе с терроризмом, обоснование права на упреждающий удар, – были выработаны в администрации Р. Рейгана, восприняты Дж. Бушем-старшим и развиты в период президентства Б. Клинтона. В 2001 г. Джордж Буш-младший имел готовый набор инструментов для обоснования «войны с террором» и превращения этой концепции в часть стратегии глобального доминирования США.
