The article is devoted to the formation and activity of military statistical institutions in the Russian Empire in the first half of the XIX century. The ruling circles faced the task of establishing a serious and permanent organization of administrative and military statistics for the best management of the Russian armed forces, which were the backbone of the autocratic regime. In addition, it was necessary to collect comprehensive military statistical data on the country’s capabilities and on the military systems of leading nations.

The article is dedicated to a prominent military figure, a scientist, a future reformer of the armed forces of the Russian Empire, who laid the theoretical foundations of a new military science – military statistics. This science contained a variety of information about states, their territories, population, political structure, industrial potential and armed forces.

В статье анализируются пути формирования нового поколения реформаторов. Особое место уделяется семейному воспитанию, особенностям гуманистического и гуманитарного образования в учебных заведениях, участию в интеллектуальной жизни Москвы и Петербурга (литературных и политических салонах и кружках), роли самообразования в жизни «людей сороковых годов».
