In article is considered the problem of an origin and evolution of police provocation in political system of Russia on boundary XIX–XX centuries. On the basis of the analysis of materials of Extraordinary Committee of investigation of Temporary Government (ECI), conclusions and the positions containing in the report of chairman ECI at the first All-Russia congress of Advice is considered, etc.

The article attempts to define the role and impact of GE Rasputin on domestic and foreign policies of the last Russian emperor. Emphasis is placed on the study materials of Extraordinary Commission of Inquiry of Provisional Government, engaged «survey of the dark forces». The author concludes that the result of political and criminal adventures of Rasputin at the royal court was to discredit the royal family and the destruction of the sacredness of the Russian monarchy.

In this paper, using materials of the Extraordinary Commission of Inquiry Interim Government an attempt is made to analyze the professional and moral and psychological qualities of some key figures in the Tsarist regime, formed the characteristic features of the image power in recent years the reign of Nicholas II.
