Forms of charitable activities of the Saratov Zemstvo: Social protection of childhood (1870–1910s)

The article presents a case study of one of the important and least researched areas of self-government bodies’ social policy – charitable activities of the Zemstvo in Saratov province. The main attention is paid to the forms of childhood protection and the process of building up a system of Zemstvo’s assistance to orphans and children left without parental care. The paper places a significant focus on the history of creation of the Zemstvo’s orphanage and other institutions of social care for foundlings.

The failure to create a consumer society in the USSR (1953–1985) as one of the factors of the collapse of a single state

The article analyzes the stages of the formation of consumer society in the USSR in 1953–1985. The main directions of the social policy of the Soviet state to meet the material needs of the Soviet population are considered. The conclusion is made about the growing contradictions between the consumer aspirations of the masses and the limited capabilities of the Soviet economy as the reason for the collapse of the unified Soviet Union.

В статье на примере Саратовской области рассматривается важная составляющая социальной политики Советского государства в годы Великой Отечественной войны – оказание адресной поддержки слабо защищенным слоям населения. Анализируются характер и масштабы мер материальной помощи семьям военнослужащих, инвалидам войны, матерям и детям, людям, пострадавшим от авиационных бомбардировок. Показывается, что патерналистская социальная политика государства сочеталась с общественной взаимопомощью.

The Use of Social Maneuvering Tactics of the German Reich Chancellor Otto von Bismarck in the Second Half of the XIX Century

The article analyzes the peculiarities of O. Bismarck’s internal policy in the second half of the XIX century. This policy was called «social maneuvering», as it was expressed in an active search for like-minded people in representatives of various political parties, economists, major Industrialists for the elaboration and implementation of social reforms.

The Lisbon Strategy of 2000 Implementation and the Formation of a Unified Model of the European Union’s Social Policy

The European Union’s social policy is the subject of a large number of studies; it is an important area of domestic policy for each EU member state and their citizens. The formation of the EU general social policy passed certain stages in its historical development. The purpose of this study is to identify the problems that arise in the formation of the EU unified social policy in the context of its development.
